Central Collection Unit (CCU) has Responsibility for Collection of Certain Delinquent DMV Debts:
Debts must be delinquent over 90 days and debtor must have exhausted his/her right to contest tickets.
DMV Related Payment Arrangements
DMV related installment payment agreements will be considered for those District of Columbia residents in need of a DMV service, such as renewal of a Driver’s license and/or registration. Payment arrangements that do not involve renewal of services will be handled by the CCU’s outside collection contractor, currently, Professional Account Management, LLC. CCU does have the authority to work out arrangements on any qualifying debt, but “non-service” related payment arrangements will be on an exception basis only.
Department of Motor Vehicles Immobilization Act
SUBTITLE B. DEPARTMENT OF MOTOR VEHICLES IMMOBILIZATION ACT
Sec. 6011. Short title.
This subtitle may be cited as the "DMV Immobilization Emergency Amendment Act of 2013".
Sec. 6012. Section 6(k) of the District of Columbia Traffic Act, 1925, approved March 3, 1925 (43 Stat. 1121; D.C. Official Code § 50-2201.03(k)), is amended by adding a new paragraph (5) to read as follows:
"(5) Before the removal of an immobilization mechanism on a motor vehicle or the release of a motor vehicle from impoundment, the owner shall pay all outstanding fees, charges, civil fines, or penalties incurred pursuant to section 15(b)(2)(A) of the Compulsory/No Fault Motor Vehicle Insurance Act of 1982, effective September 18, 1982 (D.C. Law 4-155; D.C. Official Code § 31-2413(b)(2)(A)), sections 1 and 6 of An Act to provide for the annual inspection of all motor vehicles in the District of Columbia, approved February 18, 1938 (52 Stat. 78; D.C. Official Code §§ 50-1101 and 1106), sections 6, 7, and 8 of the District of Columbia Traffic Act, 1925, approved March 3, 1925 (43 Stat. 1121; D.C. Official Code §§ 50- 2201.03, 1401.01, and 1401.02), sections 2 and 3 of Title IV of the District of Columbia Revenue Act of 1937, approved August 17, 1937 (50 Stat. 680; D.C. Official Code §§ 50-1501.02 and 1501.03), sections 105 and 304a of The District of Columbia Traffic Adjudication Act of 1978, effective September 12, 1978 (D.C. Law 2-104; D.C. Official Code §§ 50-2301.05 and 50-2303.04a), and section 9(a) of the Removal and Disposition of Abandoned and Other Unlawfully Parked Vehicles Reform Act of 2003, effective October 28, 2003 (D.C. Law 15-35; D.C. Official Code § 50-2421.09), against the owner or any motor vehicle in which the owner has an ownership interest or had an ownership interest when a notice of infraction was issued.".
The Central Collection Unit (CCU) policy as it pertains to the Immobilization Act is to demand full payment of all outstanding CCU eligible debts. Department of Public Works (DPW) fees must also be paid in full. Any outstanding DMV and DPW debts considered to be non-CCU eligible debts (under 90 days delinquent and not in a suspended status) must be handled by the DMV and DPW; not the CCU.
Collection Fee: The CCU is permitted by law to charge a fee to each person with a delinquent debt owed to the District of Columbia, and assigned to the CCU for collection. This fee is required to be paid up front, or it will be deducted from the initial payment(s) made, as part of CCU arrangements to resolve the outstanding debt. Effective 10/01/2014, the CCU fee will be assessed at a Rate of 20% of the outstanding balance due; and added to all DMV tickets over 90 days old.
For DMV Debtors: CCU does not get involved in the validity of DMV fines, fees or penalties. If you still have time to contest a DMV ticket, CCU will not get involved in contestable tickets. CCU methods of payment include cash, money order, or credit card. DC Government accepts Visa, MasterCard, Discover and American Express. Payment method approval is determined by the CCU.
